DescriptionIn 1968 the California State Department of Transportation (CalTrans) began acquiring property to build a freeway through a neighborhood that did not want one; the tightly-knit community of Southcrest in southeastern San Diego. In response, the community rallied together and after 17 years of protest, they were finally able to defeat the proposal, but not before the damage was done—280 homes on 66 acres were demolished, effectively destroying an entire section of the Southcrest neighborhood. In an effort to reverse the economic damage to the community, Pacific Scene Homes worked hand in hand with the Southeastern Economic Development Corporation (SEDC), Southcrest residents, and its surrounding businesses to rebuild the lost homes and provide for commercial activity adjacent to those homes. The result, was the Southcrest Park Estates redevelopment project consisting of two phases totaling 95 single-family detached homes, extensive public improvements, and community restoration. Sensitive to the needs of most redevelopment areas and especially to the hardships faced by the Southcrest community, at the time of completion Southcrest Park Estates offered the most affordable single-family detached homes in San Diego County. Addressing the City of San Diego’s need for a cultural, visual, and economic restoration of its Southcrest neighborhood while simultaneously offering affordable homeownership opportunities to residents of the area, Legacys’ collaborative approach was designed to help bring these goals into fruition. To address community questions and approval, Legacy/Pacific Scene facilitated multiple public workshops to update the community on the development process, as well as solicit the input and concerns of the community and redevelopment agency in the design process. |
