In April of 2009, construction came to a halt and was repossessed by the lender. For the following 12 months, the structures were left exposed to the elements in their current state of completion. City View purchased the project from the lender. Legacy supported City View with analysis and estimating during the due diligence process.

Legacy is worked with City View to complete the construction that was started. Both buildings are three-story wood and steel framed buildings with below-grade parking. An evaluation of the existing conditions uncovered various repairs, reconstruction tasks and site clean up that had to be completed before the project could be finished. Legacy worked with City View to handle these tasks, and to continued on to build the remainder of the project so it could be an asset to the community.
